It then takes 8 years for such a advisor to pay back his investment. Considering the cost of the lowest level advisors and lets say you fall short of being able to afford it, it can easily be that just a few clicks of dev even for say the cost of 100 dev will allow an added +1 monarch point advisor cost wise early in the game. One has to take into account, more dev can equal better advisors thus more monarch points. Saxony for example can do this fairly wel afaik, some good modifiers to mil and production and if you make the merchant republics prolific in youre trade nodes it adds a lot extra to production which can be rather OP.ģ) to utilise a combination of modifiers in games to consider sheer economic and monarch point gain from potential development. Not teching in MIL and ADM would be too much pain for any nation, but DIP can actually under circumstances be ignored when the adding of so much dev makes one also significantly stronger than "the whole rest of the region", theres can afterall easily be a point where even AE is not really much of a concern if one is just stronk enough. this is actually a very valid situational strategy to get powerfull and rather fast even taken a few negatives in mind. Well typicly you need a combined -100 development cost if perhaps not more to optimally achieve that, and this works best in wel developable land that hasn't been very developed as of yet because then you can do a lot of dev at 4 cost before the costs begin to rise. In one game i added 1500 development to the whole Russia region as the Golden horde around 1650 when i could finally achieve that cost of 4 across the board. Note that when all the modifiers are met, that development can be done at an average of 4 monarch points per click, and that in certain circumstances one can add more than a thousand development like this over a large territory remaining purely at that average cost of 4. Given all the modifiers it can certaintly be more optimal "under circumstances" to spend the monarch points in development rather than expansion yes.
